UAE E-Invoicing Go-Live Checklist

An integration test proves that a document can travel. A controlled launch proves that the business can issue, correct, track and reconcile documents throughout a normal working day. Use this checklist with your finance team, ERP implementer and Accredited Service Provider before handing the process to everyday users.

Pandoratech··Updated:

Before launch: approve scope and ownership

Finance owns the launch checklist. Record the entities, document types and business flows covered, together with the provider and ERP support contacts. Check applicable requirements against the official MoF e-invoicing resources rather than treating this operational checklist as the legal specification. If fields and master data are not yet ready, start with the ERP readiness guide.

The pass condition is a named approver for every outstanding issue and no unresolved issue that prevents the agreed invoice flow. Record a go/no-go decision, including the time it was made. If somebody accepts a limited workaround, state exactly which documents it covers and when it expires. Avoid informal assurances such as “support will sort it out after launch.”

Before launch: retain a complete test pack

For each scenario, keep the ERP document, submitted reference, returned status and reviewer approval. Include corrections, credit notes and the tax categories your business uses. Add a test in which the provider cannot be reached, and a test in which a document fails validation. The team should demonstrate the recovery process rather than describe what ought to happen.

Use a safe test environment and clearly identified test documents. Do not use real customer communications or production invoice sequences casually for practice. The pass condition is that finance can explain each outcome and the technical team can identify where the evidence is stored. Confirm that access to that evidence remains available after the implementation team leaves.

Every day: review the status register

Assign a staff member to review the previous day and the current backlog at an agreed time. Useful register fields are entity, ERP reference, document type, issue date, amount, provider reference, status, last attempt and owner. Distinguish a document waiting to be sent from one sent but awaiting a response. Both need attention, but the investigation starts in different places.

For example, if the ERP issued 120 documents and the register contains 116 accepted, two rejected and two pending, the daily task is to account for all 120. It is not to report a 97% success rate and ignore the remainder. This is an illustrative count, not a performance benchmark. Investigate the age and value of exceptions as well as their number.

On rejection: correct the cause and control retries

Capture the returned error and assign it to the right owner. A missing customer field belongs with master-data maintenance; an incorrect mapping belongs with the integration team; a disputed tax category needs finance review. Correct the source where appropriate so the next invoice does not repeat the error. Keep the original response and the resolution linked to the document.

Before retrying an ambiguous timeout, establish whether the original submission was accepted. Repeated clicks can create duplicate business events even when the user only intended to finish one operation. Use the provider’s supported retry and reference rules. Do not delete issued accounting records just to clear an error queue; corrections must follow the approved document and accounting process.

During an outage: preserve a controlled backlog

Document who declares an incident, who contacts the provider and how users see the current operating instruction. Preserve the queue and its timestamps. Staff should know whether they may continue preparing documents, which actions are restricted and how the agreed contingency process works. The permissible business procedure must be confirmed for your circumstances, not guessed from the software’s capabilities.

After recovery, process the backlog in a controlled order and verify outcomes before closing the incident. Record the root cause and any data corrections separately. Our Odoo support service can help define ERP-side monitoring and escalation, but provider availability and regulatory obligations still require their own agreements and owners.

At month-end: reconcile and improve

Reconcile by entity and document type, comparing counts, signed values and references. Credit notes should reduce the relevant totals rather than disappear inside a gross invoice count. Investigate ERP documents without transmission records and transmission records without an identifiable ERP source. Document legitimate differences, including timing, instead of forcing two totals to match with a manual adjustment.

Keep acceptance evidence separate from receivables and payment reconciliation. Review recurring rejection categories and improve entry controls or training. Use the VAT return controls guide alongside the transmission checks: successful exchange does not establish that every accounting entry has the correct tax treatment. Finish the month with a short action list, named owners and completion dates.

Frequently asked questions

Is an accepted invoice the same as a paid invoice?

No. Acceptance records an exchange or validation outcome. Payment belongs to the receivables and banking process. Keep both references so a collection query does not become an integration investigation.

How long should daily monitoring continue?

Keep daily exception ownership as an operating control. After the first month, adjust review effort using document volume, error patterns and service commitments, rather than abandoning the register once launch is complete.
